4, MATTERS CONTINUED FOR DECISION

Item 4a
Introduction of an ordlngnce amendlns the Pleasanton Munieinal Code to ehanEe ~e
mCmbCrshio of the Library_ Comml.~sion so that the member desltmated to be a_o_nolnted by
the Alameda County Library Commi,~sion will instead be an at-la~e member. (SR95:357)

Steven Bocian presented the staff report.

Mayor Tarver commented that the Library League is really making the appointment. He
asked why it wouldn't just be an appointment like other appointments, i.e., we receive
applications and the Mayor and Council interview the applicants.

Mr. Bocian stated that the Library League works closely with the Pleasanton Library and
there is an interest in having an assurance of continued communication.

Ms. Michelotti would like to get input from the Commission members and have this go
back to them. If the Alameda County member is being eliminated, why not just eliminate that
member and not replace it. She did not understand why this Commission had to have seven
members and an alternate vs. five and an alternate like other commissions.

Mr. Boojan said there was no special reason to have seven members. It could be
comprised of five. Seven members were originally designated so there would be two liaison
members and five at-large. If that is modified so there are more at-large members, the
composition could be changed to have one from the Library League and the remaining members
at-large. The Library Commission has recommended that the ACLAC position be changed to
an at-large member. The Commission did not discuss reducing or eliminating the position.

Mayor Tarver did not want to cut the number of members. There are enough people
applying for commissions that we can have more members. He agreed the Library Commission
should be asked if it wants to reduce the number of members.

Ms. Michelotti did not want to make a decision until the Library Commission has
reviewed this more fully.

Mayor Tarver asked if the Library Commission discussed the Library League position.

Mr. Bocian indicated the Commission did discuss the importance of having a Library
League representative. Most of the discussion concerned the ACLAC position.

It was determined to refer the matter to the Library Commission for further input
__ regarding the number of commissioners and the Library League representative appointment
process.

11/14/95 4-
