Mayor Tarver commented that it might be a good idea. However, the last community <br /> survey indicated that the community wasn't interested in raising its taxes to get additional <br /> community facilities. We didn't put the question of the ridgelands to them but we could. <br /> <br /> Mr. Lehne felt it was not fair for his property to be referred to as Pleasanton's <br /> Ridgeland, when he owns it and pays taxes on it. He felt he was caught in the middle. The <br /> Park District made an offer for his property then said it didn't have the money. He did not want <br /> the area to be like Los Angeles but did not want to lose his land either. He has watched <br /> Pleasanton build up and no one asked if it was okay to spoil his view. He asked why a <br /> compromise couldn't be found to satisfy all parties and stop fighting in court. <br /> <br /> Ms. Michelotti asked if there was a time in a process like this where the matter could be <br /> discussed. Part of the problem is that Council has not seen a compromise proposal, so Council <br /> is not in a position to discuss it. <br /> <br /> Mr. Lehne suggested there could be development credits. Property owners could buy <br /> development credit from people on the hill; there should be some way for the people who own <br /> the property to be paid something for the land they own. <br /> <br /> Ms. Dennis believed he should be addressing his elected representatives on the County <br />-- Board of Supervisors. <br /> <br /> Mayor Tarver summarized that the basic disagreement is that Mr. Lehne believes his <br /> rights were taken away. The Council believes it has the right to enter into an MOU for regional <br /> planning. What is being looked at here is the underlying zoning and General Plan designation <br /> for property. <br /> <br /> Mr. Lehne stated that when he bought the property it was zoned for five acres. (FIe went <br /> on to describe disputes with the zoning of his property.) How can he make long range plans, <br /> when the zoning of his property is changed? <br /> <br /> Mayor Tarver stated that this is done when the City and the County do General Plan <br /> updates. They look at whether or not the designation is appropriate for the area. <br /> <br /> Mr. Lehne stated that when the property was originally rezoned, it was supposed to be <br /> temporary until the new General Plan was adopted. It was eighteen years before the new <br /> General Plan was adopted. <br /> <br /> It was determined not to place this item on a future agenda at this time. <br /> <br /> 11/14/95 -3- <br /> <br /> <br />
