The roll Call vote was aS f011owS:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet
NOES: None
ABSENT: None
ABSTAIN: None

Item 6d
GPA-95-O2/PUD-95-06, Red Bear, Inc. (Stanley Seniors)

This item has been continued to the 11/21/95 agenda.

Item 6e
Ray Street Widening, at Main Street (SR95:367)

Randall Lum presented the staff report.

Mayor Tarver asked if the widening would prevent trucks from going over the bulb-out
and if there is another way to handle the routing of trucks to Stanley by keeping them from
trying to turn on to Ray?

Mr. Lum replied there is no way to prevent large trucks from going over the bulb-out
and that situation will not be corrected by this widening.

Ms. Mohr commented that Bus #10 goes down Ray Street. She asked where else could
that bus go? She asked if there was any consideration given to the number of high school kids
that use that corner and of the seniors that come from Kottinger into town? Was the safety issue
looked at?

Mr. Lum replied that this is a heavily used intersection by pedestrians. Single unit trucks
cause a conflict with pedestrians in a turning maneuver because they come close to the curb if
not onto the curb at times. The widening will help resolve that conflict. He felt the widening
was in the best interest of downtown.

Mr. Pico asked Mr. Lum to expand on his comment that the Council may wish to require
an offer of dedication rather than have the property dedicated now, in the event the street
widening is not approved at this meeting.

Mr. Lum replied that if the widening is not approved at this time, the current condition
requires the owner to dedicate the fight-of-way now. Because it is not needed now, the Council
could instead ask for an offer of dedication as to that right-of-way. If the City Council should
in the future decide that it was needed, it could act on the offer without having to pay for it.

11/07/95 -9-
