Ms. Mohr asked what the difference would be in taking the dedication now and not doing
anything with it or leaving it as an open offer of dedication for the City to take at some time in
the future if and when the widening happens.

Mr. Roush replied if the dedication is taken now, then the City owns it, as opposed to
the open offer of dedication which may never be exercised. If the City takes it now, it assumes
responsibility for it.

Ms. Michelotti asked that if this motion not to widen is adopted and if it does include a
future dedication if needed, will the City clip the bulb-out or alleviate traffic movement in any
way?

Mr. Lum's perception of the motion is not to proceed with the widening of Ray Street.
At this point no action to clip the bulb out would be taken.

It was moved by Mayor Tarver, and seconded by Mr. Pico, that Resolution No. 95-129,
be adopted, not to widen Ray Street, to require an open offer of dedication, and not to require
an in-lieu payment.

Th~ roll ¢all vote was as follows:
AYES: Councilmembers Dennis, Pico, and Mayor Tarver
NOES: Councilmembers Michelotti and Mohr
ABSENT: None
ABSTAIN: None

It was moved by Mayor Tarver, seconded by Ms. Dennis, to direct staff to look at
alternative truck routes for Main Street and initiate selective enforcement for speed control on
Ray Street.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 9:20 p.m. The meeting reconvened at 9:30 p.m.

11/07/95 -13-
