process. The removal of the bulb to assist trucks will not help. It just keeps trucks away from
parked cars. Taking out the bulb will force trucks into the painted median as far as they can
go to miss the widened curb return.

Ms. Mohr commented that the purpose of not widening Ray Street here is because staff
feels the aesthetics of this corner will be destroyed. Widening of the road would make it
resemble more the comers at the south end of town.

Ms. Michelotti asked for clarification as to the bulb-out if Ray Street is widened. She
asked if the bulb-out would be moved.

Mr. Van Gelder replied that only a small slice of the bulb-out would be removed to line
up with the new section. This would accommodate the trucks/traffic without removing the entire
bulb-out.

Ms. Dennis asked if Council would have to go back to the Ray Street widening if the
realignment issue comes forward.

Mr. Van Gelder replied that this would be two separate actions.

Ms. Michelotti commented that if the requirement to dedicate the two feet of land is now
given up and is then needed in the future, it would have be purchased.

Mr. Lum stated staff had not determined precisely what the alignment would be under
the realignment of that intersection. Council has not taken a position to fund that project so staff
has not proceeded with the design work.

Ms. Michelotti felt that the Ray Street widening would be the opportunity to get a better
configuration of traffic flow. Whether a new configuration is made eventually or not, the
volumes of traffic will increase. Clipping the bulb-out will help alleviate the left turn situation.
She will not be able to support a motion not to widen the road.

Ms. Mohr did not think the widening would affect the corner aesthetically to make it look
different or out of place. She felt safety is an issue because it is a heavily travelled corner. It
has a large level of pedestrian traffic, particularly school kids. She cannot support a motion
without the opportunity in the future, at the time it becomes critical, for Council to widen Ray
Street.

Ms. Michelotti asked how the sidewalk would get built and where.

Mayor Tarver stated that if Ray Street is ever aligned with St. John (should that be
decided in the future), there would be a considerable investment in condemning whatever
properties are on the corner to make the realignment.

11/07/95 - 12-
