access. He accepted the narrowing of residential streets from the standard width to allow for <br />larger lot sizes. He did not like the new proposal because there was no access to the arroyo. He <br />commented that if this proposal cannot be successful without thirteen lots, then it just won't be <br />successful. <br /> <br /> Mr. Tarver shared the views of Mr. Pico. He liked the lots on the arroyo better than cul <br />de sacs and agreed with the smaller streets. He preferred greater setbacks along the Jones' <br />property and felt four lots in the front area were too many. He believed the plan for this area <br />should be a consensus that everyone can accept. <br /> <br /> Ms. Michelotti appreciated the work of the applicant with staff to achieve the desires of <br />staff for the road along the arroyo. She had reviewed the site planning and could see the value in <br />a cul de sac plan in that it eliminates the flag lots. There are many positive aspects of the plan and <br />she wished she could support it. The plan would give a neighborhood feeling and fit in the area. <br />There are, however, too many unknowns and she was not satisfied with the configuration of the <br />front four lots. <br /> <br /> Ms. Dennis felt the plan was still in the formation stage. She also liked the lots along the <br />arroyo with the cul de sacs. That would put the back of the residents facing the Fairgrounds and <br />provide some buffer. She also hoped for a consensus plan. <br /> <br /> Ms. Michelotti expressed her concerns about extending Rose Avenue and hoped the <br />meetings of the Fair Liaison Committee will be fruitful. She felt this plan is dependent on that. <br />She did not believe new housing fronting onto the present Rose Avenue would work and was <br />concerned about houses facing the Fairgrounds without screening of some kind. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Michelotti, to adopt Resolution No. <br />95-126, denying the application of Lynden Homes for Planned Unit Development approval to <br />rezone a 1.01 acre parcel from the Agricultural zoning District to the PUD (Planned Unit <br />Development) - MDR (Medium Density Residential) District and for development plan approval <br />over a total of 4.30+ acres of land for a 13-unit single-family residential development, located at <br />1777 and 1635 Rose Avenue. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br /> Ms. Michelotti was also concerned about the amount of infrastructure costs associated <br />with the ring road and believed the street system needed to be reworked. <br /> <br /> Mr. Tarver indicated he could accept cul de sac streets if the community preferred that <br />design. <br /> <br />10/24/95 <br /> Page 2 <br /> <br /> <br />
