Section 18. Promotion <br /> <br /> Promotional or open-promotional examinations may be <br /> conducted whenever in the opinion of the Personnel <br /> Officer the needs of the service require. Only <br /> employees who meet the requirements set forth in the <br /> examination announcements may compete in promotional <br /> examinations. <br /> <br /> Insofar as consistent with the best interests of the <br /> service all vacancies in the competitive service shall <br /> be filled by promotion from within the competitive <br /> service after a promotional examination has been given <br /> and a promotional list established. <br /> <br /> Upon completion of all promotional testing, the names of <br /> the persons having the highest three (3) scores on the <br /> eligibility list shall be submitted to the department <br /> head for his/her consideration. <br /> <br /> An employee meeting the minimum qualifications may be <br /> temporarily promoted to an authorized position on an <br /> "acting" basis. The employee temporarily promoted shall <br /> be compensated at the pay rate for the position he/she <br /> is filling, until such time as the position is filled on <br /> a permanent basis or he/she returns to his/her previous <br /> position. <br /> <br /> If, in the opinion of the Personnel Officer, a vacancy <br /> in the position could be filled better by an <br /> open-competitive examination instead of promotional <br /> examination, he/she shall arrange an open-competitive <br /> employment list. <br /> <br />Section 19. Transfer <br /> <br /> An employee may be transferred by the Appointing <br /> Authority to acomparable position. For purposes of <br /> this section a comparable position is one with the same <br /> maximum salary, involving the performance of similar <br /> duties and requiring substantially the same minimum <br /> qualifications. <br /> <br /> If the transfer involves a change from one department to <br /> another both department heads must consent thereto <br /> unless the City Manager orders the transfer for purposes <br /> of economy and efficiency.
