frame because it allows the design team to complete its activities and to begin the fight of way <br />acquisition program next spring. <br /> <br /> Mayor Tarver felt this was a federal interchange and a federal and state issue. The local <br />match seems to be extremely unusual. When federal money is received for improving the <br />process and aiding in the construction, the Authority has to be flexible in terms of how it applies <br />credits in order to get this project done. It is an unusual burden to put on three cities in the <br />Valley with thousands of cars using that interchange. Contra Costa County and San Joaquin <br />County are major beneficiaries of this interchange, so anything that can be done to have them <br />participate in this project would be welcomed. <br /> <br /> Ms. Michelotti commented that this community and its businesses, particularly Hacienda <br />Business Park, contributed a great deal. She felt the california transportation system has <br />benefitted greatly by the private sector and that is why we are upset about the lack of credit. <br /> <br /> Mr. Harris stated that the Transportation Authority supports the project. The Authority <br />has been creative in terms of how it can credit as much as possible to the project to keep it <br />moving. The Authority has been creative in working out problems with Cal Trans and the <br />Federal Highway Administration and is working concurrently with environmental documentation. <br />He is committed to making the project work. <br /> <br /> Mr. Mohr asked if there would be an opportunity to talk about the landscaping on the <br />widened strip behind the auto dealerships. Does the City get a say in the landscaping or is it <br />a Cal Trans project? <br /> <br /> Mr. Lum replied plans had been developed for landscaping in that area. Plans will <br />mitigate the impact and loss of landscaping. This area is the City's right-of-way and changes <br />are still being looked at. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Michelotti, that staff continue working with <br />the Alameda County Transportation Authority in resolving issues regarding the local match and <br />project design. <br /> <br />The roll Call vote was as follows: <br />AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/19/95 -14- <br /> <br /> <br />
