Cal Trans is going through some changes as it relates to earthquakes based <br />the effects of the Loma Prieta earthquake. <br /> <br /> Ms. Mohr asked if it can be presumed that in spite of its height, it would be as safe as <br />any other overcrossing built to the same specifications. <br /> <br /> Mr. Harris replied absolutely. An example is the connecter from 1-580/238 to the <br />southbound Nimitz freeway, which is the same height. <br /> <br /> Mr. Pico asked if a negative declaration, or an EIS/EIR, was prepared for that project? <br /> Mr. Harris stated he wasn't sure. <br /> <br /> Ms. Mohr commented that Greiner has a 1 to 50 scale model. She wished it could be <br />displayed at City Hall or at the Library. <br /> <br /> Mr. Harris stated the problem with the model is mobility. It is a hard structure to move. <br />You need an 18-wheel truck to move it. However, it is on display in the lobby of the Greiner <br />office in Pleasanton and anyone can come in to see it. <br /> <br /> Mayor Tarver mentioned the hook ramps that go into Dublin. Dublin got federal money <br />for the hook ramps. The federal money is not being counted as part of the local match because <br />Dublin needed the hook ramps in order to sign off the project. <br /> <br /> Mr. Harris replied that in the language of Measure B, the local match must be paid for <br />by local dollars and state or federal dollars may not be used toward the local match. He stated <br />the Transportation Authority's strategic plan shows that the hook ramps are being funded with <br />Measure B dollars. They have not credited the federal dollars towards the construction of the <br />hook ramps at this time; however, if they were able to garner additional dollars and the <br />Authority applied for them, that would reduce the Measure B portion of the funding and not the <br />local match. <br /> <br /> Ms. Michelotti asked if progress was being made on resolving the local match issue. <br /> <br /> Mr. Harris replied yes. The Authority will take to its Governing Board and to the full <br />Board, a request to bring onboard a facilitator to meet with each of the entities: the cities of <br />Dublin, Pleasanton and Livermore. The Authority is also looking into Danville, San Ramon and <br />the Counties of Alameda and Contra Costa as participants in sharing this local match. The <br />Authority will employ a firm that provides facilitation services to jurisdictions that are having <br />problems coming to resolution. The plan is to find out how to break up the local match, and <br />gain concurrence from the participants. The facilitator will go to each City Manager and also <br />to the administrators of the counties to try to reach some concurrence on what the appropriate <br />break-out costs might be. The goals are to receive the local match dollars and have agreements <br />in place on how those dollars will be received by the end of this year.
