Mr. Cooper requested studies to identify areas that were key for all wildlife habitat and <br />recreational areas. He wanted to protect the intent of the Open Space Committee to protect the <br />Arroyo as a potential wildlife habitat. There was the possibility of an equestrian center on the <br />Sportorno property. He would support a policy that would help facilitate the development of <br />a wildlife or equestrian area. <br /> <br />' Ms. Michelotti asked about the specific designations on the Busch property. She asked <br />how that came about because this is a General Plan and questioned why the recommendation was <br />so specific. <br /> <br /> Mr. Cooper stated that the developer came to them with a specific proposal as to what <br />could happen on that property. A presentation was made and the Committee began working <br />from that. The modifications regarding density were applied to that proposal. <br /> <br /> Ms. Michelotti questioned why this was not addressed by any subcommittee even though <br />the number of units were reduced. <br /> <br /> Mr. Cooper said the Steering Committee and staff to do an analysis of the remaining <br />undeveloped areas that were not in specific areas and developing an infill policy. It was a <br />logical place to plan some type of development. <br /> <br /> Don Temple, 6409 Alisal, related incidents involving deer. He would like to see a deer <br />crossing sign put up at the cemetery and felt that this area is still a rural community with wild <br />life. He commented that Pleasanton does not need what San Francisco wants to bring to the <br />community. He didn't feel the San Francisco property could be planned as pan of the growth, <br />since it is still up in the air as to what will happen. South Pleasanton could be the same thing <br />since it is unincorporated. He felt that the General Plan is not a "no growth plan". He <br />suggested that the planners be given an opportunity to bring to Council what has been done at <br />this point for review. <br /> <br /> David Glenn, 5650 Foothill Road, was a member of the Land Use subcommittee. He <br />supports the recommendations of the Steering Committee because they reflect the subcommittee' s <br />conclusions. He felt the uncertainty of the future waste water storage capacity and traffic <br />gridlock are major factors. Air pollution level is an on-going problem. These are problems and <br />the Council should proceed with caution. During the 1980's Pleasanton was one of the fastest <br />growing cities in the state but to continue this level of growth would be irresponsible. <br /> <br /> Mayor Tarver summarized his concerns: 1) the West Las Positas interchange analysis <br />should be included in the environmental work; 2) have details on downtown even though there <br />may be another committee that makes the ultimate recommendation and what that might lead to <br />in terms of options; 3) the school site issues that were brought up need to be addressed in terms <br />of Del Prado and other school sites; even though not within Council's jurisdiction, they should <br />be discussed because there are aspects of the General Plan that have been there for a long time <br />regarding neighborhood community schools; 4) on the detachment issue, he did not want to <br /> <br />09/05/95 -26- <br /> <br /> <br />
