Ms. Dennis questioned the pedestrian oriented development pattern and whether that
would be in the EIR?

Mr. Rasmussen stated that when staff reviews plans, pedestrian oriented development
pattern is carefully looked at, and the City works with the developer to try to insure that it
occurs.

Ms. Dennis questioned why regional strategies for economic development were not
included in the report. If a regional element is to be developed, it should also include a pursuit
of regional economic development and Council's participation in that.

Mr. Rasmussen stated that issue is being addressed by the Tri-Valley Planning Committee
and it will be a chapter within the regional planning strategy. The subcommittee on economic
development would have recommendations relating to cooperation at the subregional level which
will come later in the report under the Economic Development chapter.

Mayor Tarvet commented that it is staffs intention to get into this review so that Council
has the opportunity to do the General Plan amendment once and not have to come back and do
a supplemental amendment to get the regional element in.

Ms. Dennis commented that some attention should be paid to the Staples Ranch question
as to whether it will be developed commercially, residentially, etc. If economic development
-- is to be pursued aggressively, the City may need that land.

Ms. Michelotti commented that she would like to see the plan designations to show what
is existing versus new, where deleted, a comparison of what it was or what is proposed, and any
place that says "revised", she requested that it be shown on an overlay of the existing General
Plan map. She requested an explanation how the 350 growth cap would work, including its
application to the San Francisco property. She wants the public to be clear on this.

Mr. Rasmussen stated that the San Francisco property is included for population cap
purposes, but not in the housing cap number.

Mayor Tarver believed that Ms. Michelotti was anticipating the outcome of the joint
planning process. One of the issues of the San Francisco joint planning is growth management.

Mr. Pico asked if the Vineyard Avenue Corridor plan is contiguous to the South
Pleasanton study area. He asked if the rural density of the Vineyard Avenue Corridor meshes
with the study area. The rural designation of the Vineyard Corridor aligns with the rural
designation of the South Pleasanton plan. Are there other places in the City that have the
agricultural designation? Is the South Pleasanton area all open space in the one study area, or
is it a different designation?

09/05/95 -19-
