Mayor Tarver appreciated the fact that Ms. Michelotti had pushed the process forward
but he was not convinced of the process. He stated he felt that Mr. Pico and Ms. Michelotti
were a better team to send to the table.

A substitute motion was made by Mayor Tarver, and seconded by Ms. Mohr, to appoint
Councilmembers Michelotti and Pico as Pleasanton's representatives on the joint planning
committee.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 5d
Time Line for annexation of San FranCisco Water District Propert_-,'. (SR95:282)

No action was taken or required on this item.

Item 5e
Update on the Case Avenue Housing Pro_iect (Promenade). (SR95:271)

Steven Bocian presented the staff report.

Ms. Mohr didn't feel the City money should have to cover an all affordable project. The
project should include market units. She questioned the need for a pool and suggested
substituting a children's play area. She asked if it was too late to do that.

Mr. Bocian stated it is not too late to modify the site plan. The proforma supports the
pool. The concept of the pool is that it is viewed as a positive amenity for the project. Since
it is a mixed income project, it was felt that would draw market-rate people to the project.
There is going to be some concern about market-rate tenters when they look at the project and
realize a portion of it is affordable. The developer would have to comment on how much will
be saved by eliminating the pool and how much the developer is able to receive from its long
term financing and from the construction financing.

Mayor Tarver stated the City was originally for giving $738,000 in fees which will come
back to the City out of the $1.2 million. There is only an additional half million dollars of
additional City financing necessary to make a $20 million project work.

Mr. Bocian replied that the developer has agreed to modify the lease agreement and
potentially that 10% can result in considerable money down the road.

08/22/95 -16-
