She felt right now the opportunity exists, even <br />though things are incredibly sensitive and it won't take much to push it one way or the other. <br />Ruby Hill started at County planning and then the developer agreed to submit to Pleasanton for <br />our staff to review and we made some modifications. She felt setting ninety days was an <br />accomplishable goal. If things fall apart before that, the City can walk away. The fiscal <br />analysis is needed and felt spending the money to have the consultant was justified.
