The roll call vote was as follows:
AYES: Councilmembers Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

7, MATTERS INITIATED BY COUNCIL

Item 7a
On-going discussion regarding San Francisco Property

Ms. Acosta stated that Alameda County staff met with representatives from the City and
County of San Francisco to discuss our interest in a joint planning process. Staff had not yet
received a version of that language to look at, but she thought it would be arriving soon. In the
interim, she expressed the concern that the Alameda County Planning Commission would meet
while this is going on. The City Attorney will discuss the timing of the City's processing
because the City would like to move forward to annex the property. Since the County has
discussed working together joinfiy, she did not want it to appear that the City is in conflict with
the idea that the County has suggested, but still wanted to move forward with the annexation
issue to protect the City of Pleasanton's interest.

Ms. Michelotti asked Ms. Acosta that if the joint process were offered, would she
continue to have dialogue with the County.

Mayor Tarver hoped the City had not stopped in its efforts to annex the property. The
City has equal footing with San Francisco Water District and we expect the County to give
Pleasanton the same consideration as given to San Francisco. Mayor Tarver asked if we were
close to putting the tax sharing issue on the County's agenda.

Mr. Roush stated that the City has now completed its responses to the comments received
on the draft environmental impact report that we prepared for the prezoning and the LAFCO
application. The City's intent would be to send out our responses with the idea of our Planning
Commission considering the recommendation on the EIR and the prezoning at the special
meeting on August 2nd, and having the Council consider the final EIR, prezoning and the
various resolutions that would go along with the LAFCO application on August 7th. Mr. Roush
asked if the Council would be available that day and if the timing is satisfactory.

Mayor Tarver asked if there were a September LAFCO meeting.

Mr. Roush stated that the August 7th meeting would try to clear up everything for the
September LAFCO meeting.

Ms. Michelotti asked what the latest time would be to address this issue.

07/18/95 -19-
