It was moved by Ms. Michelotti, and seconded by Ms. Mohr, to have staff investigate <br />with the applicants having a gate on Main Street that could be secured. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Michelotti, Mohr <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />(The motion failed to pass.) <br /> <br /> Ms. Mohr stated that she has misgivings about the lift. But if it proved to be a problem <br />it will come back and it could be dealt with at that time. She was also against two driveways; <br />the driveway that is a few feet off Main Street could be restricted to right turn out only since <br />it is a car's length away from the stop sign at the terminus of Ray Street. She would like to see <br />a single driveway. <br /> <br /> Mayor Tarver stated he still had problems with widening Ray Street. It comes back to <br />a long standing issue of trying to slow traffic down in the downtown area which is not the case <br />at this time. Adding two feet will not enhance or deter any traffic problems that may occur in <br />the future. Taking $25,000 to widen Ray Street seemed excessive and unnecessary. The color <br />scheme, however, now seemed to be in accord between staff and the Churkas. <br /> <br /> Ms. Michelotti asked if Mayor Tarver wanted to waive the $25,000 fee. When the <br />applicant agreed to that amount, he had investigated undergrounding utilities, moving the pole, <br />and the cost ($300,000+). He didn't want to be caught in a situation where at a later time he <br />would be forced to pay more than the $25,000 original fee. Ms. Michelotti also wanted to <br />investigate the possibility of a gate in the front. She also supported two driveways as did the <br />Planning Commission. If the realignment is going to be done, the staff should investigate if a <br />right hand turn lane can be made too. <br /> <br /> Mr. Pico stated that he didn't agree with the need for the gate in the front of the <br />building. The single door and the color issues were fine but the Council should separate the <br />$25,000 fee from the rest of the application. The Council needs to approve the widening and <br />design of Ray Street before any final action as to construction should happen. If the curbs aren't <br />painted red, then no parking signs could be put up. <br /> <br /> Ms. Michelotti stated she had a problem with eliminating the widening since it had been <br />planned for and staff will bring back a final design to Council. Mr. Churka had already said <br />he would be willing to make the $25,000 contribution. She did not want the application to be <br />held up. <br /> <br /> Mr. Lure stated staff would bring back a design for the Ray Street widening for Council's <br />approval prior to construction. <br /> <br />07/18/95 -13- <br /> <br /> <br />
