Ms. Mohr asked if Mr. Huff and the Churkas had considered the wooden sidewalk like <br />-- the one in front of the hotel. <br /> <br /> Mr. Huff said it never materialized in the design and with a double railing system, the <br /> maintenance would be a problem. The thought of a wooden sidewalk coming up to the cafe is <br /> romantic but it doesn't warrant the use in every building. In this particular case, it would be <br /> an issue where it started and where it would end. It could be a problem in terms of the plaza- <br /> like approach the applicants are trying to create in front of the building. <br /> <br /> Ms. Mohr asked if the lift proved to be a real problem, would the wooden sidewalk be <br /> a potential alternative. <br /> <br /> Mr. Huff stated if there is a problem with the lift, the applicants would install a <br /> handicapped ramp. It would take approximately twenty-four feet, plus a landing, to end up at <br /> the entry door so that would cause a problem with the outdoor eating area at the entry. <br /> <br /> Mr. Churka didn't feel the lift would be a problem. All three entrances and exits, <br /> including the lift area, will have hidden cameras so it should be easy to check on who is there <br /> and whether or not the lift should be released to go down. <br /> <br /> Mayor Tarver stated that this is a very good process to go through even though it's <br /> difficult going through the hearings and appeals, etc.; but he still defended the process. <br /> <br /> Ms. Michelotti felt that a lot has been accomplished and resolved by just getting some <br /> questions answered. She felt staff could review the colors and work that out. The gate issue <br /> could be worked out with staff; a gate could be secured at the time the business closes and <br /> opened when the business is open. The curb color could be worked out even if the Churkas put <br /> up no parking signs; the basement issue is taken care of as long as they use it for the intended <br /> use. Before the property was purchased, the prospective owners were told of the two foot <br /> dedication and the $25,000 fee which the applicants accepted. She felt the single door with side <br /> panels was acceptable. <br /> <br /> It was moved by Ms. Michelotti, and seconded by Ms. Mohr, that Resolution No. 95-78 be <br /> adopted, adopting a negative declaration for the project. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Michelotti, Mohr, Pico and Vice Mayor Pico <br /> NOES: None <br /> ABSENT: Councilmember Dennis <br /> ABSTAIN: None <br /> <br /> (The Council then decided to consider discrete parts of the application.) <br /> <br /> 07/18/95 -12- <br /> <br /> <br />
