Ms. Mohr stated that Mr. Pico knows the neighborhood well and all these issues probably <br />need to be done, but she felt that this was not the time to do that. She preferred the Mirador <br />question and as a second motion to ask staff to bring back the answers to all Mr. Pieo's <br />suggestions. She felt that given the opportunity, staff might bring back a better solution for <br />Mirador than Council had come up with. <br /> <br /> Ms. Michelotti stated she felt Mr. Pico's suggestions were needed but to tie those issues <br />to a vote made her uncomfortable. She preferred to have two motions. She also felt that she <br />would need staff input for all Mr. Pico's recommendations. <br /> <br /> Mayor Tarver stated that there have been bad planning decisions because of other factors, <br />like Sutter Gate not going through to the Sports Park, the left turn lane from Main Street to <br />Bernal was not recommended by staff, but it is not to say that Council does not value staff <br />opinions, professional points of view and their considerations. <br /> <br /> Ms. Mohr asked for a chance to see the double lane and wanted it to be separated from <br />the other issues. She would support Mr. Pico's recommendations so that if staff brought back <br />something better the Council could accommodate it. <br /> <br /> Ms. Acosta stated that if the left turn issue required removing parking spaces or if there <br />were some other things that might happen because of the speed bumps, and when you decide an <br />item that no one was expecting you to decide the community might not feel they had been <br />noticed so that they could respond. The community then might ask you to reconsider your <br />decision since they did not have a chance to tell the Council their opinions on that particular <br />issue. <br /> <br /> Mayor Tarver asked if it was possible to frame a motion that would say that it was the <br />Council's intent to do the following to solve this problem and put it on the agenda item with <br />comments from staff and have another hearing. <br /> <br /> Mr. Pico stated that he felt it was time to get the issue done and over. <br /> <br /> It was moved by Ms. Dennis, seconded by Mayor Tarver, to adopt Resolution No. <br />95-72, following the recommendation of the General Plan Steering Committee as to Mirador <br />Drive and that when the public improvements for the Bonde Ranch Subdivision are accepted, <br />Mirador Drive at Bernal Avenue will be open to the public, that no left turn be permitted from <br />Bernal Avenue to Mirador Drive nor from Mirador Drive to Bernal Avenue, and that a beer, <br />as approved by the Traffic Engineer, be placed so as to prohibit motorists from making such <br />turns. <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Pico, and Mayor Tarver <br />NOES: Councilmember Michelotti and Mohr <br />ABSENT: None <br />ABSTAIN: None <br /> <br />06/27/95 - 11 - <br /> <br /> <br />
