stated he felt he needed to follow the recommendation of the General Plan Steering Committee, <br />or the Council would be not respecting the process. <br /> <br /> Ms. Michelotti stated that the recommendations of two previous Councils was to open <br />Mirador. She then asked Mayor Tarver if it was his decision previously to send the process to <br />the General Plan Steering Committee. <br /> <br /> Mayor Tarver said that his intent was not to change the existing General Plan without <br />respecting and going through the review process. <br /> <br /> Ms. Michelotti stated she has always supported the opening of Mirador. Ms. Michelotti <br />stated that she represented everyone in Pleasanton, the people who live on Mirador who will be <br />impacted, the people on Angela who will be impacted, and everyone in the entire neighborhood. <br />People a half block from their homes will not be able to access the main thoroughfare to get <br />home. Ms. Michelotti stated that from a planning perspective, staffs position, and from the <br />studies that were done, it made sense to keep Mirador open with no restrictions. She stated that <br />every school brings local traffic and it is normal and expected to use local streets in order to get <br />to the school. Ms. Michelotti encouraged safety and will support stop signs along Mirador. She <br />stated that she could not support any motion that put turn restrictions to and from Mirador. She <br />supported staff investigating restriping and whether two left hand turn lanes were a possibility. <br />She also felt a deceleration lane turning right on Mirador (coming down the hill) is a necessity <br />and hoped staff would look into that. <br /> <br /> Ms. Mohr felt that this is a no-win issue. She felt that there are equal numbers of people <br />who want Mirador open and those who want it closed. She stated that the issue was whether <br />one street deserves more consideration than another. Ms. Mohr stated that Angela will still take <br />a considerable amount of traffic if there are left turn restrictions. She felt the people who live <br />on Windmill and Angela deserve consideration since they have carried the traffic overload for <br />years. Ms. Mohr stated Miradot should be opened without restrictions. She also stated that she <br />felt staff gives Council regular reviews on traffic counts. <br /> <br /> Mr. Pico felt he also represents the community but could not blindly accept all the staff <br />recommendations; he has a responsibility to challenge and to question staff when he felt it was <br />appropriate. He stated that the staff report on this issue did not address the safety issue and he <br />had definite concerns. Mr. Pico stated that he will vote to open Mirador but with the following <br />conditions: a four-way stop at Neal, a three-way stop sign at Del Sol, side by side left turns <br />lanes on Bernal, and more speed limit signs at Angela, Miradot, and Adams. He also wants <br />speed bumps to slow the traffic down, a separate left turn lane from Neal onto First, and signs <br />to prohibit cut through traffic. He felt these are things needed for the neighborhood, will <br />increase safety and improve the flow of traffic, and will discourage cut-through traffic. <br /> <br /> Ms. Mohr stated that Mr. Pico knows the neighborhood well and all his issues probably <br />need to be done, but she felt that this was not the appropriate time to do that. She preferred to <br />address the Mirador question and as a second motion, to ask staff to bring back <br /> <br />06/27/95 - 10- <br /> <br /> <br />
