entire community. Mr. Pons felt that the Council should get on with the issue and change the
zoning of the Del Prado site to a use that is compatible with the neighborhood.

Rita Kimball, Walnut Grove Elementary School Principal, stated that it is not necessary
to have a school site close to Walnut Grove. Ms. Kimball stated that Walnut Grove is not
impacted or an over-crowded school.

Teri Sewall, 5034 Blackbird Way, stated she felt Council needed to move forward and
not wait for the General Plan. Ms. Sewall asked the Council not to let Walnut Grove wait and
put off the additions that it needs, including the multi-purpose room.

Chuck Eddinger, 3445 Touriga Drive, asked the Council for support to rezone the Del
Prado property. He stated that the School Board had voted and were electing to allocate a
portion of the proceeds from the sale of Del Prado site go to Walnut Grove School. He also
stated that the School District had complied with the Council's request for more discussions with
the public. Mr. Eddinger cited the City' s staff report recommending the rezoning of the site and
asked the Council for support to proceed with the amendment.

Gitta McGuire, 2323 Corte De La Jara, stated she was required to pay $500 extra per
household when her home was purchased. She asked if the School District has made plans to
repay the residents the $500 fee. Ms. McGuire also stated that there seems to be conflicting
statements being made; whether Walnut Grove is over-crowded or if there is room for more
children to go there, and other statements state that Walnut Grove needs more rooms built.
Ms. McGuire felt that the original survey (to calculate the amount of children in the Del Prado
area) was done improperly 20 years ago and she felt a new head count should be done to see if
a school should be built there.

Yvonne Potts, 2356 Corte De La Jara, stated that 20 years ago the Del Prado community
was told that there weren't enough kids to justify a school. She felt that a lot of homeowners
in the area have grown kids now, but in turn they will most likely sell their properties in the
future to young families with children. She felt that the demographics are changing and
wondered where these children will go to school.

A1 Dutchover, 40 California Street, stated he was on the School Board when the Del
Prado site was purchased. He stated that the Board tried to build a school there it was turned
down by the State for funding at that time, and when the demographics were done, there was
no justification to build a school at this site. Every School Board since 1972 has made the
decision that this site is not a buildable site. Mr. Dutchover urged the Council to move on and
fezone the site.

Barbara Walsh, 2376 Greenberry Court, feels this issue has wasted time and money for
too many years. She felt it was not up to the City Council to decide what happens to this
property (to build or not build a school). Ms. Walsh felt the issue is whether the property could
be rezoned for another use, and thought the monies from the sale of this site could benefit

06/20/95 -6-
