Staff <br />recommends to the Council to reject at this time an open offer of dedication for certain land near <br />Foothill Road, as reflected on the final map. Mr. Roush stated that this is property the City may <br />not need. Mr. Roush stated the property need not be accepted now even though the offer had <br />been made. He recommended that the Council reject at this time the open offer of dedication, <br />which rejection is acceptable to the developer. <br /> <br /> Ms. Acosta also brought to Council's attention Item 4j, the legislative update, AB 318, <br />regarding the federal funding for the California Urban Environmental Research and Education <br />Center. Ms. Acosta requested to continue the item until the 7/18/95 Council meeting. <br /> <br /> Ms. Dennis asked if the Council would support some additional research into the issue <br />of the recreational fees for facility use by non-residents. Ms. Dennis had received some <br />questions from the Economic Development Advisory Committee. Ms. Dennis also stated that <br />staff had indicated an interest into looking at it and requested a more complete report be <br />presented to Council. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Dennis, that the following actions be <br />taken on the Consent Calendar: <br /> <br /> a. Approve the City Council Minutes for June 6, 1995. <br /> <br /> b. Proclaim "July is Parks and Recreation Month" in Pleasanton. <br /> <br /> c. Approve bids and award the contract to The Valley Times for legal publications <br /> in FY1995/96. (SR95:204) <br /> <br /> d. Approve plans and specifications for the Valley Trails Park Renovation; review <br /> bids and award the contract to Goodland Construction for a low bid of <br /> $490,887.69; and authorize the City Manager to enter into the contract for this <br /> project. Adopt Resolution 95-65 to amend City Council Resolution 92-99 (Fee Policy) and <br /> Resolution 92-100 (Master Fee Schedule) to approve the new fees and charges <br /> schedule; authorize staff to adjust fees and charges for services and facilities for <br /> up to 20% of the approved fees and charges without resubmitting the change to <br /> Council; authorize staff to provide new programs/classes at a fee based on the <br /> cost of service or established guidelines and that fees for such programs or classes <br /> be submitted to the Council for approval within a one-year period from initiation <br /> of the class or program; authorize the Recreation Senior Supervisors or Director <br /> to continue to enter into contractual agreements for program services; and review <br /> and analyze non-resident fees and report back on 8/15/95.
