(SR 95:210)

This item was discussed earlier in the agenda.

Item 6f
Vineyard Avenue realignment, easterly of Clara Lane. (SR95:207)

Mr. Lum presented staff report.

Robert Graham, 2503 Vineyard Avenue, stated that he and his wife disagree with the
elevation of the driveway being increased 8.4 feet. Mr. Graham felt the driveway would
become steep, long, ugly, and would devalue his property. He stated that they will lose 1/4 acre
-- of grapevines and the elevated driveway will split the vineyard. Mr. Graham stated in a letter
written March 1995, to Council, that with reservations he could accept a maximum elevation of
six feet, but preferred only a 3.5 feet increase in elevation. Mr. Graham also stated that sharing
old Vineyard Avenue as a private driveway would be difficult because he would have to share
it with the property owners fronting Vineyard Avenue, along with sharing it with the Park
District which operates a park open to the public. Mr. Graham's objected to the 14% grade
recommended in the staff report. He stated that it was too steep for farm equipment and/or a
motorhome or anything else brought in or out.

Ms. Michelotti asked what the driveway grade was currently going up to Vineyard from
his driveway.

Mr. Graham stated that there were varying grades.

Mr. Lum stated the grade is 4% but a short portion at either end is at 10%. He stated
that the driveway is being raised to extend it out to the new roadway. If Vineyard Avenue were
used as a shared driveway, the Grahams would need their own gate, as well as would the Park
District. He stated there will be an impact to the Grahams but in consideration of all the
impacts, staff doesn't recommend going any further to lower the entire roadway.

06/20/95 -15-
