Item 61 <br />Review of Assembly Bill 1341 regardina S_nheres of InflUenCe <br /> <br /> Mr. Roush stated that this bill was introduced because of the problems that cities <br />statewide have encountered attempting to annex property which is in their spheres of influence <br />but which LAFCO's have effectively prevented. This is a 2 year bill, meaning that it won't be <br />heard this year, but it can be heard next year. We will continue to work on this issue and begin <br />to have the discussions with those counties and LAFCO's which are most affected by it. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Dennis, to authorize staff to provide <br />technical support, and authorize Mayor and/or staff to write letters and/or give testimony <br />concerning legislation to provide more authority for cities to annex property within their spheres <br />of influence. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Michelotfi <br />ABSTAIN: None <br /> <br />7, MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Mohr suggested the Council consider using the services of David Steibel regarding <br />School District relations. <br /> <br /> Mayor Tarver discussed how he has approached the School Board regarding a mediated <br />session but this never materialized or was pursued. Mayor Tarver stated that if the School <br />Board demonstrates that there are no options or hope available to build a school there, he would <br />consider rezoning the property. However, he did feel he had enough information at this time. <br /> <br /> Ms. Dennis indicated she had received many questions and felt the proposed meeting was <br />justified. <br /> <br />8. CITY COUNCIL CALENDAR <br /> After discussion, the following dates were added: <br /> <br /> 6/5/95 - Operating Budget Workshop <br /> 6/7/95 - CIP Budget Workshop <br /> 6/8/95 and 6/12/95 - reserved, if continued discussion on the Operating or CIP Budget, <br /> is necessary <br /> 6/27/95 - Special Meeting to discuss Mirador Drive <br /> <br />05/16/95 <br /> <br /> <br />
