sewer capacity increase with most of that going to residential use. That could easily add another <br />35 thousand residents which means at build-out, the City would have in excess of 11210 thousand <br />people. <br /> <br /> Mr. Swift stated the population would be less unless we can build out the existing <br />LAVWMA system. Storage will take care of part of that. LAVWMA will probably have to <br />build flow equalization reservoirs that would have to otherwise be built incrementally in order <br />to accommodate the future growth. Since the pipe isn't going to handle all the peak weather <br />flow, and because it is possible to phase the storage in the system over time, it should be made <br />as cost effective as possible. <br /> <br /> Mayor Tarver believed that what we have available is not enough for the Valley's <br />General Plans unless we build enormous storage ponds. <br /> <br /> Mr. Pico said the bulk of the capital costs are associated with building the pipeline and <br />creating the additional storage capacity, with an interruptable capacity. He suggested working <br />with the LAVWMA group and directing our negotiators to present the possibility of potentially <br />reducing the capacity in order to cut costs. <br /> <br /> Mayor Tarver stated that EBDA and Hayward are basing the agreement upon what we <br />will ultimately use and they want to get the maximum buy-in costs. EBDA is trying to sell its <br />excess to the City to get its costs down. It won't increase its costs since EBDA already has an <br />interruptable flow agreement with LAVWMA. He thought LAVWMA should have talks with <br />EBDA and Hayward and ask if LAVWMA lowers its capacity request, will that lower the buy-in <br />cost° <br /> <br /> Ms. Mohr asked that we minimize the storage pond concept. She stated that she doesn't <br />feel that the community will be happy about having big sewer storage ponds sitting around. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Mohr, to approve the submittal of the <br />LAVWMA counter proposal to EBDA; to support development of a counter proposal to the City <br />of Hayward; and direct the LAVWMA representatives to seek more flexibility in the relationship <br />between requested capacity and costs of the buy-in to the system, in order to reduce buy-in <br />costs. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Michelotti <br />ABSTAIN: None <br /> <br />05/16/95 <br /> -17- <br /> <br /> <br />
