Legislation concerning Pleasanton Ridnelands Goals and <br />Policies (SR95: 140) <br /> <br /> Mr. Roush presented the staff report. He stated that the purpose of this legislation is to <br />clarify that the three jurisdictions have the authority to enter into cooperative agreements for <br />regional planning. <br /> <br /> Mayor Tarver stated other cities are also interested in this legislation. <br /> <br /> Mr. Frank Neu, 18210 Carmel Drive, Castro Valley, stated that he is against AB 1340. <br /> <br /> Mr. Frank Lehne, 5466 Foothill Road, hoped the Council would compensate owners for <br />the value they will lose if AB 1340 is adopted. <br /> <br /> Mr. Larry Butler, 7325 Altura Place, Oakland, is one of the property owners in the <br />Ridgelands. He is the President of the Alameda County Land Use Association and represents <br />the 60 other members who are suing Pleasanton about the Memorandum of Understanding. He <br />encouraged the Council not to support the bill. <br /> <br /> Mr. Pico recalled that the residents of Pleasanton overwhelmingly approved the Council <br />entering into this agreement. He thinks that continued support of AB 1340 supports the direction <br />given by the City of Pleasanton's residents. <br /> <br /> In response to a question, Mr. Roush stated the voters have approved bond measures to <br />acquire land on the Ridgelands. There were General Plan policies which the MOU incorporated <br />which each of the three jurisdictions were to adopt. Those policies were taken to Pleasanton <br />voters in 1993 and were adopted at that time; that action supported the Council's entering into <br />the MOU as the voters adopted those policies the Council felt needed to be incorporated into the <br />General Plan. <br /> <br /> Ms. Mohr thought the voters were not approving an MOU but trying to save the <br />Ridgelands.
