of the residents, their employees want to live here, etc. This is important so the City can
continue whatever it is that brings people to Pleasanton.

Ms. Dennis feels Questions 6 and 7 are vague, people may not relate or understand the
questions. Regarding Question 12, Ms. Dennis does not think the business community should
be asked a question about maintaining the City's quality of life. She suggested, "In terms of the
appearances of neighborhood shopping areas and business parks, are we successful in attracting
customers, employers, employees, are we encouraging economic development with our policies
as they pertain to residential development, development of business parks, etc." Along with the
question on affordable housing, Ms. Dennis feels a question should be asked if the range of
housing available, the upscale housing, the high-density housing were major attractors to locating
in Pleasanton.

Finally, Ms. Dennis feels it is important to identify the type of business being surveyed.
She believes different types of businesses may have different priorities.

Mr. Tarver inquired of staff if the same type of demographic sampling done in the
General Plan Survey would be done for the business survey. Mr. Bocian stated that same
process would be applied for the residential survey. For the business community, the consultant
will equally target by size of businesses within a random sampling technique.

Mr. Tarver is concerned that the surveyors talk to someone in the company who will give
them the correct information. He feels the owner should be surveyed. He also noted he had
no objection to the questions proposed by Ms. Dennis.

Mr. Tarver suggested asking the question, "Do you plan to stay in Pleasanton or are you
thinking of relocating?", with follow up and outreach done by Economic Development if a
negative response is given.

In response to a question by Ms. Mohr, Ms. Acosta noted that the final survey could be
delayed and presented to the Economic Development Committee for review.

Mr. Pico believes Question 37 of the community survey is not relevant using the income
figures of $30,000. He believes the median income range for Pleasanton is around $45,000.
Mr. Bocian advised that this figure was suggested by the survey consultants, although they will
be reviewed to reflect the median range of income. Mr. Bocian also noted this information is
not really needed, however, the pollsters like to cross-tab information by income.

Mr. Bocian addressed Ms. Dennis' concerns. Identifying the type of business may be
possible, but formulating specific questions for the different categories of businesses may be
difficult in this survey format. General discussion ensued, and the Council thought it would be
interesting to know how the random sampling technique sampled the various business categories.

04/18/95 -5-
