Mr. Tarver requested a copy of the bylaws for this organization to better understand how <br />it operates. <br /> <br />Item 71 <br />Legislative update; Consideration of Senate Bill 323. regarding the Public Records Act. and <br />ASSembly Constitutional Amendment 7, regarding unfunded mandates. (SR 95: 111) <br /> <br /> Deborah Acosta presented the staff report. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to ratify the Mayor's <br />opposition to Senate Bill 323; and to express the Council's opposition to SB 323; to support <br />Assembly Constitutional Amendment 7; and to authorize staff to communicate Council's <br />positions as to these bills to state legislators as necessary. <br />The r011 Call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 7m <br />Actions of the Zoning Administrator and Planning Commission (IR 95:21) <br /> <br /> No action was required or taken on this item. <br /> <br />8. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Michelotti announced the Council was invited to attend the Amador Valley High <br />School Civics Class practice session for the Constitution competition on April 24, 1994. <br /> <br /> Ms. Mohr requested staff to investigate provision of a discount for water service similar <br />to what is done by PG&E. <br /> <br /> Mr. Tarver referred to the League of California Cities proposed review of revisions to <br />the California Constitution and the fact that many public meetings are scheduled. He proposed <br />that the League be invited to make a presentation in Pleasanton. <br /> <br /> Mr. Tarver proposed a joint meeting with representatives from the agencies in the <br />Livermore Amador Valley Wastewater Management Agency to review the negotiations with East <br />Bay Dischargers Authority and suggested this item (i.e., the discussion about such a meeting) <br />be on the April 18, 1995 agenda. <br /> <br />04104195 -25- <br /> <br /> <br />
