Mr. Tarver agreed and was concerned with the idea that guidelines are changed and when
something unanticipated occurs, it is necessary to go back and make changes again. He
preferred a comprehensive review of the entire issue.

Ms. Michelotti requested staff input regarding the espresso stand.

Mr. Swift indicated the key distinction is not whether foodstuff or retail products are
being sold. It is whether the stand is quasi-permanent as opposed to a truck that goes from place
to place. The Code is not clear on either of these uses, which is why staff is requesting Council
direction.

Sandi Bohner, 2344 Bay Meadows Circle, requested approval of an espresso cart to be
located at Steve's Exxon at Hopyard and Valley. She indicated this will be a family business.
She previously operated Decadent Desserts and has been in the food business for 25 years. She
described the equipment she will be using and indicated the espresso cart is more expensive than
most cars. There is no other espresso facility on that side of town and would provide ambiance
for Steve's Exxon to be used by commuters early in the morning. She showed a picture of the
equipment. Parking would not be a problem because people would already be parked at the gas
pumps or could park in the Straw Hat Pizza area.

Ms. Mohr encouraged the various bodies to exercise as much flexibility as possible.
-- There is a quaintness and charm for these uses if done well.

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to refer the report to the
Planning Commission, Economic Development Advisory Committee and the Pleasanton
Downtown Association for review and recommendation.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet
NOES: None
ABSENT: None
ABSTAIN: None

Item 7h
Extension of the Subdivision Agreement for Tracts 6483 and 6518. Bonde Ranch. Shapell
Industries (SR 95:114)

Randall Lum presented the staff report.

Woody Perreira, Shapell Industries, supported the staff recommendation.

04/04/95 -23-
