Mr. Tarver agreed and was concerned with the idea that guidelines are changed and when <br /> something unanticipated occurs, it is necessary to go back and make changes again. He <br /> preferred a comprehensive review of the entire issue. <br /> <br /> Ms. Michelotti requested staff input regarding the espresso stand. <br /> <br /> Mr. Swift indicated the key distinction is not whether foodstuff or retail products are <br /> being sold. It is whether the stand is quasi-permanent as opposed to a truck that goes from place <br /> to place. The Code is not clear on either of these uses, which is why staff is requesting Council <br /> direction. <br /> <br /> Sandi Bohner, 2344 Bay Meadows Circle, requested approval of an espresso cart to be <br /> located at Steve's Exxon at Hopyard and Valley. She indicated this will be a family business. <br /> She previously operated Decadent Desserts and has been in the food business for 25 years. She <br /> described the equipment she will be using and indicated the espresso cart is more expensive than <br /> most cars. There is no other espresso facility on that side of town and would provide ambiance <br /> for Steve's Exxon to be used by commuters early in the morning. She showed a picture of the <br /> equipment. Parking would not be a problem because people would already be parked at the gas <br /> pumps or could park in the Straw Hat Pizza area. <br /> <br /> Ms. Mohr encouraged the various bodies to exercise as much flexibility as possible. <br />-- There is a quaintness and charm for these uses if done well. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to refer the report to the <br /> Planning Commission, Economic Development Advisory Committee and the Pleasanton <br /> Downtown Association for review and recommendation. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 7h <br /> Extension of the Subdivision Agreement for Tracts 6483 and 6518.
