Sally Leonard, of Resources for Family Development (RFD), indicated RFD is an
agency that coordinates children's services. It gives free referrals for licensed child care,
it helps pay for the cost of child care for eligible parents, it provides training and
technical assistance for providers of care and it provides advocacy on child care issues
and consumer awareness. When parents call for referrals, RFD advises the parents that
the State is the regulatory agency. Parents may call Community Care Licensing to find
out if a provider has substantiated complaints against the provider or to notify the state
if they feel the provider is out of compliance. If parents call RFD with an issue, they are
urged to call Licensing and RFD will call as well. It is illegal for an unlicensed provided
to care for children from more than one family and that can be reported. There is good
care out there, but it takes time to find it. RFD does a lot of work in training the
providers.

Item 7b
PUD-84-5-5M, Amy Liu Longacre.
