Michael Goodwin, 1630 Vineyard Avenue, stated that when he was approached <br />to annex to the City, he mentioned his concerns about utilities and prospective <br />development. He was told to work with the City to formulate a Specific Plan. He and <br />his neighbors did not think this would take so long. They presented their plans to <br />Council two years ago and were told decisions would be held off pending approval of the <br />General Plan, which was supposed to take about nine months. He has been involved in <br />this process and served on subcommittees. His biggest concern is water. It was his <br />understanding that when a city annexes property, water is automatically provided. He <br />is currently considering installation of an 8,000 gallon water tank, which he would like <br />to avoid if the City would provide water. <br /> <br /> Mr. Tarver indicated the General Plan review is taking longer than anyone <br />anticipated. He could not set a time when utilities would be provided. <br /> <br /> Mr. Goodwin understood that a certain amount of development is necessary to fund <br />extension of utilities. What if sufficient development is not approved? Will utilities <br />every come out there? Is there any liability on the City to provide those utilities? <br /> <br /> Mr. Roush indicated there is no obligation on the City to provide those services. <br /> <br /> Ms. Mohr indicated that when a property annexes to the City, it has the fight to <br />connect, but the City does not pay for the connection. In this situation, when there are <br />a large number of properties to serve, until the intervening property owners are ready to <br />bring the water lines across their frontages, the next owner must pay the entire bill or <br />wait until it comes to the property. <br /> <br /> Mr. Goodwin stated that when Zone 7 brought its water line down Vineyard, he <br />attended all the public meetings and spent time with the prior Public Works Director of <br />Pleasanton discussing the location of the turnouts. He thought that an agreement had <br />been reached as to the location of a turnout close to Mr. Goodwin's property, which <br />would make a connection accessible. Since that time, the area was resurveyed and the <br />turnout is one-quarter mile from his property. <br /> <br /> Mr. Lum explained the turnouts are set by Zone 7 in consultation with the City, <br />based on spacing to provide future water service through that area. He did not know the <br />particulars of this particular turnout. <br /> <br /> Ms. Mohr inquired if another turnout could be located closer to Mr. Goodwin's <br />property. <br /> <br />03/21/95 <br /> 12- <br /> <br /> <br />
