question all conclusions of Mr. Levish. The State's recent issue with Mr. Levish is not <br />related to Golden Eagle. Council has chosen to ignore the staff's extensive review which <br />concludes that the previous work was done correctly. Mr. Springer believes Council is <br />implying staff is incompetent. He further stated that the developments on the north and <br />south of Golden Eagle have exactly the same geologic formations yet there is no review <br />of these areas. <br /> <br /> Mr. Springer believes a GHAD is yet another tax for an area that is already an <br />over-taxed and hassled community. He did not think it was an issue of safety and welfare <br />of the community, but about control. The stated reason for the CHAD is to protect the <br />residents. Mr. Springer is a resident and will have no problems showing the staff reports <br />to prospective buyers or showing two feet of documents on file with the City. Mr. <br />Wendt clearly stated that the City cannot put its stamp of approval on a development, <br />have the property sold, then decide to review the validity of the stamp of approval <br />without a threat to the property. Mr. Springer stated it is hard to believe that City money <br />is being squandered in such an exercise. He referred to the change in Council and its no- <br />growth tendencies and referred to support of the ridgeland coalitions. Certain <br />Councilmembers have been subject to pressure from groups who want to limit the <br />visibility of Golden Eagle and have retroactively imposed limits on certain construction. <br />Since its beginning, Golden Eagle has been subject to the City's heavy-handed <br />management of the building approval process, which has cost the homeowners thousands <br />of dollars. In addition, the City has imposed school impact fees resulting in raising fees <br />by tens of thousands of dollars. Mr. Springer felt if Golden Eagle gets any more City <br />benefits, they would be better off pitching tents in the middle of Highway 680. It seems <br />to Mr. Springer that the primary geologic event affecting Golden Eagle was a change in <br />the makeup of the City Council. He and his wife want to relocate within Golden Eagle <br />but are unable to find a buyer for their home. The land has been stable for ten thousand <br />years through the many earthquakes that have occurred in the Bay Area. Muggers, <br />thieves, speeding cars, fire, and the City Council scare him more than the ground under <br />his house. Mr. Springer asked Council to indicate that Golden Eagle is a part of <br />Pleasanton and support their concerns. <br /> <br /> Mark Silzer, 2810 Camino Sequra, indicated he has invited many friends to move <br />to Pleasanton over the years and some of them have chosen to live in Golden Eagle. It <br />has not been a pleasant experience going through the planning process, the changes in <br />school tax, the changes in house alignments, the conditions on how they maintain their <br />trees. He is embarrassed that the City has allowed people to build and are now saying, <br />"sorry we made a mistake."
