The people can again vote to change that. <br /> <br /> Ms. Acosta indicated that things don't get changed unless the issue is raised to a <br />level where there is enough informnation for a measure to be placed on a ballot. This <br />report is merely to present all the issues and what it may take to act on them. <br /> <br /> Ms. Mohr asked about the reference to a "non-existent agrarian economy." Isn't <br />California the producer of over 50 % of the produce for the country? When did raising <br />crops not become important in the state. <br /> <br /> Mr. Sherwood indicated that was a misstatement in the report. <br /> <br /> Mr. Tarver remembered the question and believed the idea was that the service <br />industry is the direction the state is heading. <br /> <br /> Mr. Pico believed this report was good for another use. The principles could also <br />be applied in developing reform proposals that can be applied to the Tri-Valley Planning <br />Council. He urged the representatives from Pleasanton to take this to that Council. It <br />makes a clear statement and talks about the difficulties to be faced. <br /> <br /> Ms. Michelotti referred to the statement that shows California has the lowest tax <br />burden on business among seven western states. Did they consider assessment districts <br />and things like that? <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to approve the staff <br />recommendation to notify all Tri-Valley state legislators and local government agencies <br />of its support for the basic principles outlined in the report and its desire to cooperatively <br />participate in the development of specific policy proposals; to urge the League of <br />California Cities to join with other local government associations representing counties, <br />school districts, and special districts to convene a representative intergovernmental <br />working group to review the report's recommendations and to begin to formulate specific <br />policy recommendations; and adding a direction to urge the Tri-Valley Planning Council <br />to adopt as many of the principles of this document as possible. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />03/07/95 - 25 - <br /> <br /> <br />
