Ms. Dennis agreed it is difficult to apply the policy to individual parcels, but it <br />could apply on a regional basis. <br /> <br /> Mr. Tarver requested staff to tabulate the responses of Council and return that <br />information to Council. He believed that some responses could change with dialogue. <br />He also believed it really co,rues down to how the policies are applied. <br /> <br /> Ms. Dennis referred to page 16 and the reference to parking supply and pricing <br />controls. Pleasanton has not reached a population size where that is a viable <br />consideration, but some analysis at this time could be useful for future actions. She also <br />questioned preserving areas for prime soil percolation. Does that have to do with <br />groundwater and areas where the water can go back to the aquifer. <br /> <br /> Mr. Swift was not certain where that would apply in this area. He believed that <br />would be the creekbed watersheds. There is no easy way to make regional decisions <br />about reserving prime recharge areas. That is a big issue in other areas of the state. <br /> <br /> Ms. Acosta requested clarification of the direction to staff. Was staff to send to <br />ABAG the varied opinions or to come to a consensus on a position to be forwarded to <br />ABAG. <br /> <br /> Mr. Tarver indicated the varied opinions of each member were to be forwarded. <br />No unified position was necessary at this time. He also wanted the information <br />forwarded to the Tri-Valley Planning Committee. <br /> <br />Item 7e <br />Review of League of California Cities report "Making California's Governments <br />Work." (SR95: 81 ) <br /> <br /> Chris Sherwood presented the staff report. <br /> <br /> Ms. Acosta indicated the League has found so many differences in jurisdictions in <br />the State, that it is really difficult to offer a single solution. The League believes that <br />there is a focus and ultimately a solution can be found. <br /> <br /> Mr. Tarvet agreed and to assist that process, it is necessary to formulate our <br />recommendations. He is not in total support of the recommendations: e.g., majority <br />rule- the majority can change that at any time.
