Item 7c <br /> RZ-94-5, to consider proposed modifications to Chapter 18.74 of the Municipal Code <br /> (Downtown Revitalization District) in order to provide additional flexibility for <br /> business signage in the Downtown Area. (SR 95:79) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti had questions regarding whether the proposed ordinance includes <br /> the Planning Commission recommendations; if signs are still 25% of window area; <br /> regarding the sidewalk A-frame signs; the free-standing signs as referred to in the letter <br /> from Dave Walden; and finally about the size of flags. She referred to the flags at the <br /> Cheese Factory. <br /> <br /> Mr. Swift indicated the first sentence of "P" (Temporary banners shall be <br /> permitted on the outside of buildings to advertise sales or specials one time per year for <br /> a maximum period of thirty (30) days). That would allow banners only for grand <br /> openings as it has been. A-frame signs would not be allowed. Sale signs will be <br /> regulated by 25 % of window area. The free-standing signs are not limited to landscape, <br /> but would be allowed on the sidewalk with approval of the Planning Department subject <br /> to prevailing standards. Regarding flags, the national flags are exempt under the <br />._ ordinance. The flags staff is referring to are similar to those at Ba~ett Galleries. <br /> <br /> Mr. Pico asked about the area covered by the ordinance. Does it include Main <br /> Street only or also businesses on the side streets. <br /> <br /> Mr. Swift indicated some sections apply only to Main Street and others apply to <br /> the Downtown Revitalization District, which approximately corresponds with the <br /> Downtown Business hnprovement District. <br /> <br /> Mr. Tarver inquired that if a problem arises because of the relaxed regulations, <br /> is there a mechanism to review this and address the problem. <br /> <br /> Mr. Swift clarified that if a sign had been approved, it would stay; however <br /> Council could then change the ordinance to prevent repeat of an unsuitable situation. <br /> <br /> Ms. Michelotti wanted to know if the "twinkle" lights would be allowed to stay <br /> year round. <br /> <br /> Mr. Swift indicated they would be allowed under Section O. <br /> <br /> 03/07/95 - 21 - <br /> <br /> <br />
