REPORTS OF THE CITY MANAGER <br /> <br />Item 10a(1) <br />First Ouarter 1994-95 Financial Report (SR 95:26) <br /> <br />Item 10a(2) <br />Reeonunended Uses of General Fund Undesignated Fund Balance (SR 95:32) <br /> <br /> Susan Rossi presented the staff reports. <br /> <br /> Ms. Michelotti asked for clarification of the funding for the proposed North Pleasanton <br />community park. <br /> <br /> Ms. Acosta indicated Council had requested the park be shown as an unfunded project <br />because it was not known how all the financing methods would work. Since the City is not <br />paying the entire cost of the park, Council was uncomfortable setting forth what funds are <br />available until the entire package was put together. <br /> <br /> Mr. Tarver indicated that wherever there appears to be negotiations or yet to be identified <br />sources of funding, staff has shown "to be determined". In the CIP, he prefers that items be <br />listed as unfunded. He was uncomfortable raising expectations related to financing and <br />acquisition costs when an agreement is still under negotiation. <br /> <br /> Ms. Acosta indicated that staff wanted to make it clear that the money coming from <br />North Pleasanton for park fees is not spent. She was concerned that if the budget shows funds <br />coming in and unallocated, that they will be spent for something else. The plan is to have the <br />funding mechanism for the community park before Council in February. <br /> <br /> Mr. Pico indicated his desire to use the funds in other ways. He feels the City has <br />adequate General Fund reserves and sound investment strategies. The staff report indicates there <br />is an approximately $1 million shortfall in the capital budget. If the $401,000 is transferred, <br />there will be an excess of $100,000 over what is needed to cover the shortfall. Mr. Pico <br />indicated that his election platform included encouraging private sector management techniques <br />in the public sector and encouraging employees to work more effectively and to minimize waste. <br />He is delighted that the City employees have responded in such a positive way. He believed it <br />appropriate to reward them and agreed with the set aside for City Hall expansion and funding <br />for improved data processing equipment. <br /> <br /> He requested Council to designate $100,000 for a youth program fund for demonstration- <br />type projects to enhance the quality of life of Pleasanton's youth and provide positive life <br />experiences.
