._- the increase in multi-occupant vehicles will have a big impact on the number of peak hour
" vehicle trips. The future holds a lot of change and staff is not certain what will actually take
place. With current information, the West Las Positas interchange is the only improvement staff
feels is practical in reducing levels of service on those streets.

Mr. Tarver indicated there appears to be about 50,000 sq.ft. of unused office space here.
The PUD is being left at 1.25 million sq. ft. even though the project is being reduced in size.
It seems that there is the potential for another 50,000 sq.ft. on this site someplace.

Mr. Swift indicated the 50,000 sq.ft. floats with the entire business park rather than this
particular property. The 50,000 sq. ft. is not in the traffic model because it is not an approved
project. The business park would have to come back and request Council approval to use the
50,000 sq.ft. and Council may not approve it at that point.

Mr. Tarver was concerned about PUD approvals, development agreements and other
things that give rights to some level of development. He wanted a way to specifically state that
should the City not build the West Las Positas interchange and not assess fees, then there could
be changes to the zoning on properties to make traffic work with available mitigation.

Mr. Swift indicated that is one alternative. The City is limited with regard to properties
without development agreements.

Mr. Pico expressed his concern with the design of the dumpster enclosure behind the
existing building.

Mr. Swift indicated there is not requirement to replace that with this application.
However, if Council chooses, it can request staff to work with the developer and revise the
location or design.

Mr. Tarver asked if the PUD included a co'ndition regarding park impact fees? Mr.
.~wift re~pnn~ied tha. t it did not

Mayor declared the public hearing open.

John Fullerton, DES Architects, 399 Bradford Street, Redwood City, appeared on behalf
of the applicant First Deposit to answer any questions of Council. He indicated the applicant
agreed with all the conditions. With regard to the dumpster enclosure, he indicated it is a
precast concrete enclosure which will be changed to add a generator near the enclosure. The
" design is to be revised and it is possible to add xTFore landscape screening such as vines. It is
necessary to limit the landscaping because they need a certain amount of access. He was willing
to work with the staff to make it more presentable.

01/03/95
- 16-
