Mr. Swift indicated that if the Taubman application is approved, all future traffic models will be adjusted to include these changes in square footage. Mr. Pico indicated the General Plan requires LOS D at interchanges and staff is saying that if the West Las Positas interchange is not built, there will be levels of service in excess of D or E and mitigation measures have not been outlined to resolve those issues. He did not feel it is appropriate to approve this additional capacity. He did not think there was any urgency to approve this tonight, especially when Taubman says it will take fifteen to twenty years to build out the Mall. He wanted more input from the community. A substitute motion was made by Mr. Pico to approve the agreement with the exception that 44,000 square feet of additional development be allowed rather than 222,000 square feet. The motion died for lack of a second. Mr. Swift said every square foot provides some flexibility, however 44,000 square feet would only allow expansion of one anchor tenant. Taubman has indicated there is the potential for 50,000 to 70,000 square feet for each of the five anchors. It is Council's discretion to authorize any square footage. It was moved by Mr. Tarver, seconded by Mr. Pico, to continue items 6c and 6d to 1/7/97 and notify the people involved in the West Las Positas interchange study.
