Item 6d <br />PUD-96-15, Utal Properties and Lamoste. et al. <br />Application for PUD development plan approval for 26 townhomes, common area, and a <br />tot lot located at 3374 and 3442 Santa RAta Road. Zoning for the property is PUD (Planned <br />Unit Development) - HDR (High Density Residential) District. (SR96:328) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Mohr asked if there would be a traffic signal to allow left turns from Santa Rita <br />Road to the entrance to this development? <br /> <br /> Mr. Swift said yes. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> A~ene Utal, 712 Bancroft Road, Walnut Creek, representing the owners and developers <br />of this property, indicated she was confused on the issue of the soundwall and whether it was <br />required or not. She preferred the tot lot to be in the location set by the Planning Commission <br />with a soundwall around it. She indicated the tot lot and barbecue/common area could also be <br />enclosed with a wrought iron fence. She believed 26 units was best for this development. If <br />there were fewer units, the price of each unit would have to be raised. She indicated the pool <br />and cabana area were removed in order to increase the parking area. There are 126 total <br />parking spaces for 26 units. <br /> <br /> Ms. Dennis agreed with enclosing the barbecue area along with the tot lot. She felt Santa <br />Rita Road was a busy street and was in favor of anything to mitigate the noise for the residents. <br />Since there are already soundwalls along Santa Rita, she did not object to one more. <br /> <br /> Ms. Michelotti asked for clarification of the locations of the soundwall and the wrought <br />iron fencing. <br /> <br /> Ms. Utal pointed out the location of wrought iron fencing at the entrance walkway with <br />a self-closing gate. <br /> <br /> Mr. Swift said the only place the Planning Commission suggested a wrought iron fenc~ <br />was at the gate as described. Council can lengthen that to the barbecue and tot lot area and <br />increase it on the southerly side adjacent to the walkway and entrance to building 21. Staff <br />agreed the noise in the area could be reduced if the soundwall were increased. The General Plan <br />indicates soundwalls were to be discouraged, however, another section emphasized the need to <br />meet noise requirements in rear yard areas. <br /> <br /> Ms. Utal described how the plan had been changed regarding the location of the <br />soundwall, the height, and the setbacks. <br /> <br /> 12 11/19/96 <br /> <br /> <br />
