Mr. Swift said there was not much, and the bulk of the funds available for this area <br />would come from the deferred improvement agreement affecting Mr. McColm' s property. Other <br />property owners downtown have paid in-lieu fees, but this property is too far away to benefit <br />from those payments. <br /> <br /> Ms. Acosta clarified that the Veterans Building is owned by Alameda County and <br />predates any of the in-lieu parking agreements. <br /> <br /> R. Roman, 401 Main Street, read a letter from Chris Beratlis, who could not attend the <br />meeting. He complained about insufficient parking in the area. He urged the City to continue <br />to work with the Bank of America to acquire additional parking for the area. Speaking for <br />himself, Mr. Roman said the City staff has worked hard to make downtown successful, however <br />more needs to be done from Neal Street towards the 400 block. He did not think apartments <br />were appropriate for this area. <br /> <br /> Virgil Gass, 2768 Sanderling Way, owner of Clover Creek across the street from this <br />project, was concerned about parking issues and agreed with the previous speakers that this is <br />not a desirable place for residences, although he agreed a two story building across the street <br />would be a benefit to the look of downtown. He referred to calculations of in-lieu parking fees <br />and what it will cost him in terms of rent increases. He supported adding a stop sign at the <br />intersection. <br /> <br /> Linda Lammers, 350 Main Street, Suite D, supported other the speakers and opposed <br />residential uses downtown. <br /> <br /> Ron Gehrke, 19231 Lake Chabot Road, Castro Valley, agreed with Mr. McColm and <br />objected to having his rent raised because of the parking assessment. <br /> <br /> Gary Schwagerle, 189 West Angela Street, indicated a lot of money had been spent on <br />studies regarding the downtown area. It is now thriving and he is opposed to residential uses <br />in the area. He felt that was an antiquated concept and he encouraged office use upstairs. He <br />also complained of noise from garbage trucks and street sweepers. Before any project is <br />approved, he wanted the City to buy property for a parking lot. <br /> <br /> Since he lives across the street, Ms. Mohr asked about the usage of the Bank of America <br />parking lot. <br /> <br /> Mr. Schwagerle indicated it was full in the evenings and on the weekends. In addition, <br />the residents of the triplex across the street use it. <br /> <br /> Mr. McColm explained that the subject property is now being used as a parking lot and <br />believed the Bank of America lot was seldom used.
