pamphlet entitled "Traffic Solutions" was sent by Hacienda Business Park developers to the <br />neighbors which acknowledged there would be traffic impacts and described the proposed <br />mitigations. Three years later, Phase II was begun, which included conditions that allowed <br />Council to restrict development if traffic impacts become too great. What happened to the <br />restrictions? He referred to articles regarding projected impacts of the project. He asked what <br />assurances there are that the concerns of the citizens committee will be listened to. Can city <br />staff assist in locating neighborhoods elsewhere that have an interchange that brings traffic into <br />a residential neighborhood with a high school and an elementary school. If this goes to an <br />initiative, can the people who will have spent hundreds of hours in the study have a say in the <br />ballot wording. <br /> <br /> Jerry Lemm, 17 Greens Lane, indicated he used to live in the Highland Oaks area and <br />understands the concerns. He strongly supported proceeding with a study of this situation before <br />any decision is made. <br /> <br /> Mark Hancock, 4266 Muirwood Drive, believed this proposal had come before Council <br />before and been denied. He wanted to know how many times. <br /> <br /> Mr. Tarver indicated the West Las Positas interchange has been in the Pleasanton General <br />Plan for many years. The request to have it removed came out of the General Plan review <br />process. It is now time to make a decision if the city wants to stay ahead of traffic impacts. <br />The citizens want to be involved and to understand the options. <br /> <br /> Ms. Michelotti indicated a group of citizens had addressed the General Plan Steering <br />Committee, which had then recommended the interchange be removed from the General Plan. <br />Before the matter came before Council, the Planning Commission amended the recommendations <br />and what came before the Council was to keep the interchange and appoint a citizens committee <br />to review the matter. <br /> <br /> Mr. Hancock also referred to the increased traffic on Muirwood Drive due to people <br />going from West Las Positas to the Stoneridge Mall. He was concerned about the speeding <br />traffic and felt it will only be worse if the interchange is constructed. <br /> <br /> Brad Hirst, 2456 Minivet Court, indicated the West Las Positas interchange has been an <br />established plan since 1964 and perhaps longer. Deleting or adding an interchange to a freeway <br />is very complex and requires a good deal of study. He supported the recommendations of the <br />staff report and the proposed timeline. He urged Council to include people impacted by the <br />possible deletion of the interchange on the committee, specifically people from Del Prado, Vat <br />Vista, residents on Stoneridge Drive, people on Foothill Road, representatives from Hacienda <br />Business Park, Signature Center, Bemal Corporate Plaza and the Alameda County Fairgrounds. <br /> <br /> Matt Sullivan, 4324 Muirwood Drive, had several questions regarding the timeline and <br />referred to specific sections.
