There are now many years of data in <br />the traffic studies that show how traffic has changed over time and felt there was a lot of <br />information to use for making estimates of future impacts. He was inclined to accept the <br />baseline traffic counts and initiate some process to change the approach for the next report. He <br />understood that it will not be easy to put together information on regional routes. <br /> <br /> Mr. Pico felt time was critical because of the pending negotiations with San Francisco <br />and it was important to get the updated traffic information as soon as possible. <br /> <br /> Mr. van Gelder agreed there are important decisions to make regarding the San Francisco <br />project and it is necessary to have accurate traffic information. Staff has prepared a model <br />which includes existing development, plus approved development, plus proposed San Francisco <br />development, which is available for consideration in making decisions. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to approve the annual traffic <br />counts for baseline 1996 and to direct staff to prepare an amendment to correct the <br />inconsistencies and address items of concern brought up by Council and the public at this <br />meeting and that for purposes of looking at the freeway situation, accept the Tri-Va!ley <br />Transportation Council updated traffic model for the freeway through the year 2010. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 5b <br />Review of timeline for study of West Las Positas Interchange (Continued from 9/17/963. <br />(SR96:284) <br /> <br /> Kay Ayala, 4515 Gate Tree Circle, indicated she had attended the meeting of the <br />Highland Oaks Homeowners Association regarding this topic. This is a very complex issue that <br />involves not only the Highland Oaks area, but also the Del Prado and the Vat Vista areas, which <br />will be negatively impacted if the interchange is not built. She was concerned about the traffic <br />for the entire City. She was concerned because Mr. Pico brought up a ballot issue at that <br />meeting. Council set the policy to form a citizens' committee to assist in the study of the <br />complex issues involved and to consider various solutions. Unfortunately, Mr. Pico is already <br />discussing a ballot measure, which can only pit neighborhood against neighborhood. It is not <br />healthy to talk about this until the study is completed. <br /> <br /> Bob Thompson, 4453 Clovewood Lane, had several questions about the process to be <br />followed.
