BART
It was moved by Mr. Pico, seconded by Ms. Michelotti, to (1) direct staff to work
with BART for the earliest possible opening of the Dublin/Pleasanton BART extension;
(2) to reaffirm Pleasanton's support for the West Dublin/Pleasanton BART station; (3) to
direct staff to work with BART and the Tri-VaHey Transportation Council (TVTC) to
implement, in addition to the number of parking spaces required by the BART EIR,
adequate parking spaces to prevent spillover parking into Pleasanton; and (4) to confirm
the BART West Dublin/Pleasanton station as a high priority project for inclusion in the
TVTC Transportation Development Fee; and (5) to place the BART station as the lowest
of the three priorities, the first two being the 1-580/680 Flyover and the improvements to
Highway 84.

Ms. Dennis felt the BART station should be the second priority in order to make mass
transit more of a focus. She believed the two station option is workable and a lot of money has
already been spent to make that happen in the short term. She felt improvements to Highway
84 will only contribute to the problems on southbound 1-680.

Ms. Mohr felt the Altamont Pass is the controlling point for traffic and there would not
be any more cars using Highway 84 to get to 680 because you can't get any more over the
Altamont. However, improvements to Highway 84 would get the cars out of the 1-580/680
interchange congestion and she felt that was critical when you consider the number of accidents
that have happened in this area.

Ms. Michelotti agreed this should be kept on a high priority.

Mr. Pico pointed out that although he sees the BART station as the third priority with
respect to the TVTC fee, there are other potential sources of revenue that could be applied to
the BART station.
The roll call vote was as follows:
AYES: Councilmembers - Michelotti, Mohr, and Pico
NOES: Councilmember Dennis and Mayor Tarver
ABSENT: None
ABSTAIN: None

09/24/96
-22-
