1-580/680 Flyover Pro_iect <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 96-109, <br />(1) approving the Freeway Agreement for the 1-580/680 Flyover Project, subject to <br />modifications which address access impacts to the Stoneridge Drive Interchange from future <br />fiyovers, and authorizing the City Manager to execute the revised Agreement; (2) adopt <br />Resolution No. 96-110, approvong the commitment of Pleasanton's share of the remaining <br />local match required for the 1-580/680 Flyover project ($1,133,584) which is ACTA's "fair <br />share" minus credits which have been requested by the City; (3) authorizing staff to develop <br />a payment schedule with ACTA that satisfies overall project needs and funding availability; <br />and (4) confirming the Flyover Project as a top priority for the Tri-VaHey Transportation <br />Development Fee and continuing work with the Tri-Valley Transportation Council to <br />implement the fee with a reimbursement to those jurisdictions that advance money to <br />ACTA for the Fee Projects. <br /> <br /> Ms. Dennis suggested an amendment to include revised language for the Freeway <br />Agreement as follows: "It is understood between the parties that when the 1-580/680 interchange <br />pattern is modified, the maintenance of access to Stoneridge Drive may prove difficult due to <br />safety and operational constraints. Nonetheless, CalTrans will make every effort to maintain <br />access between 1-580 and Stoneridge Drive." She believed the access was necessary because <br />of effects on the economy and could contribute to a successful solution to the West Las Positas <br />issues. She believed it was worthwhile to preserve access to the commercial areas. <br /> <br /> Mr. Pico accepted the amendment. <br /> <br /> Mr. Tarver agreed with Ms. Dennis. He cited the Hopyard example as what can be done <br />if you really want it and work hard to achieve it. <br /> <br /> Ms. Michelotti wanted to be certain the proposed amendments to the Freeway Agreement <br />regarding Stoneridge Drive did not hold up the Flyover project. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> 09/24/96 <br /> -21- <br /> <br /> <br />
