that sometimes is not given to the City Clerk, so there is no permanent record other than the
reference in the Minutes.

Michael Goodwin, 1630 Vineyard Avenue, complained about the length of time allowed
speakers at a previous meeting. Public testimony should be relevant to the matter being
discussed. He opposed a five minute limit, but urged use of common sense in setting a limit on
speakers. He also referred to comments made by Mr. Pico at the last meeting regarding
promises to residents near the proposed Thoratec Laboratories development.

Victoria Holt, 3390 Vermont Place, expressed concerns about the proposed Stoneridge
Drive Specific Plan. She is opposed to a residential area and community park near an airport
flight path and she is against more high density residential development in the north Pleasanton
area. She complained of a rodent problem caused by construction near her home and thought
there was a way to "treat the land". She complained of other problems associated with
construction in the neighborhood. She also expressed concern about the drainage and did not
think the Arroyo Mocho could handle any more runoff. She did not want the bridge constructed
across Arroyo Mocho to connect to E1 Charro and preferred Stoneridge Drive to run parallel to
1-580. Ms. Holt believed the San Francisco property was a better location for any high density
residential construction.

4, PUBLIC HEARINOS AND OTHER MATTERS

Item 4a
P!eaSant0n Downtown BuSiness Improvement DistriCt AdvisOry Board Report and Budget.
(SR96:193)

Mr. Pico abstained on this matter and left the dias.

Dave Iremonger presented the staff report.

Mayor Tarver declared the public heating open.

Gavern Roberts, 555 Peters Avenue, Suite 205, objected to having to pay the maximum
assessment.
