MINUTES
OF
THE
CONTINUED MEETING
OF
THE CITY COUNCIL

September 10, 1996

1, CALL TQ ORDER

Mayor Ben Tarver called the Continued Meeting of the City Council to order at 7:00
p.m.

Councilmember Pico led the assembly in the pledge of allegiance.

2, ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded as follows:
Councilmembers present were Becky Dennis, Sharrell Michelotti, Karin Mohr, Thomas P. Pico,
-- Jr. and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager;
Michael H. Roush, City Attorney; Brian W. Swift, Director of Planning and Community
Development; Randall A. Lum, Director of Public Works; and Dave Iremonger, Treasury
Supervisor.

3. MEETING OPEN TO THE PUBLIC

Virginia McCullough, 86 Kilkare Road, Sunol, complained of the actions of Judge
Ronald Hyde. She referred to the Public Records Act and claimed she was denied access to
records regarding the D.A.R.E. Program. She referred to the Childrens Theatre Workshop and
alleged the City of Pleasanton concealed its financial condition. She wanted access to all records
regarding this program and any other nonprofit organizations that the City deals with.

Ms. Acosta indicated the files on the Rotary housing project were shared with Ms.
McCullough and she has seen the CTW files in the Parks and Community Services Department.
Similar files regarding the D.A.R.E. Program do not exist, because it is an on-going program.
There is not one place where the operational documents would be kept. If there is a nonprofit
group funded by the City, then there are a variety of files. She did not expect there was a series
of ongoing files concerning the operation of D.A.R.E. She also indicated that sometimes a
citizen reads a letter from the podium or material is given directly to Council at meetings, and

09/10/96
-1-
