Dan Nielsen, Vice President of Operations for Thoratec, indicated this is not a "factory".
He showed the actual products and described the manufacturing and assembly process, which
comprises only 2% (800 sq.ft.) of the entire facility. He showed slides of the various processes.

Brad Hirst, 1811 Santa Rita Road,//128, Pleasanton, represented the applicant. I-Ie
indicated this is the fifth office applicant within one block of this site within the last year and
a half. Two buildings by Providian, one from PeopleSoft, and one for UltraData. So an
office/R&D building in this neighborhood is not unique and is what the property was planned
for. The original plan called for this plan to be office and only in 1990 was there a change to
that. He indicated the applicant agreed with all the conditions except one, which will be
addressed later. He wanted this project to be on a fast track in order to commence grading in
September so the building could be up and tenant improvements be done inside by December.
They are already a month behind schedule. There are commitments to the shareholders, to their
patients, and to their employees.

Mr. Hirst then spoke about the design of the building and referred to drawings of the
various elevations, the landscaping, the number of employees, the provisions for parking, etc.
He referred to the comments of Mr. Pico regarding the lawsuit involving the owner of this
property and the City of Pleasanton. The City of Pleasanton paid an out of court set~ement.
Thoratec hopes to get into operation soon in order to deliver its product. Mr. Hirst indicated
it takes about two months to get FDA certification of the premises before it can commence
operation. Its hazardous materials program has been submitted to the Fire Department for
review. Mr. Hirst indicated of the 63 employees, five live in Livermore and Pleasanton, 38 live
in communities served by BART and while not all of them will take BART, it is expected a
substantial number of them will use public transportation. The company will participate with
the Civic Arts Commission for art in public places. The Bank of America property owner
supports this application.

Mr. Hirst concluded, Thoratec is a world class company with quality products and quality
employees. It will bring a number of visitors to Pleasanton and generate approximately 500
stays in hotels over a year. These are cardiovascular surgeons, persons who teach at university
medical schools and who will be staying for a week or two at a time for training. Most
importantly, Thoratec is a good neighbor and he referred to letters from neighbors to the
Berkeley facility. The one condition that he questioned was Condition 54 which deals with the
time in which construction is allowed. The applicant requests that the hours of construction be
extended for construction once work is inside the building. The applicant would abide by all
noise regulations and employees would travel on routes other than Stoneridge Drive. Las~y,
he requested permission to commence grading early with appropriate agreements and security.

Ms. Dennis asked what the total number of employees would be.

Mr. Hirst stated there would be 178 employees, with 165 on the largest shift.

09/03/96 -13-
