Mr. Pico asked if the Planning Commission discussed the height issue for the present
proposal and the prior commitment to the neighborhood with respect to the height of buildings.

Mr. Swift indicated the Commission did review that issue and it was included in the staff
report.

Mr. Pieo asked if the developer of this parcel is the same as the developer of property
on Santa Rita where height of the building was an issue.

Mr. Swift said it was.

Mr. Tarver asked about the design review process.

Mr. Swift stated that on significant buildings, the process is to send the plans to an
architect to give staff feedback in terms of the design and architecture. Larry Cannon of Cannon
Design Group has been doing that for Pleasanton for about two or three years.

Mr. Tarver asked if the design of the project changed as a result of his comments.

Mr. Swift said the current proposal has been modified considerably compared to the first
submittal, first from staff comments and later from Mr. Cannon's comments. He described
changes to the building design.

Mayor Tarver declared the public hearing open.

Keith Grossman, President and CEO of Thoratec Laboratories, 1002 Horizon Court,
Danville, described the history and purpose of the company, which has developed an artificial
heart and other products. The product serves patients with congestive heart failure and those
awaiting heart transplants. He showed slides, described the patient profiles, and reviewed the
company's various products and projects. The company has worked for twenty years to develop
the technology and it now needs to move to a larger facility. He explained why Pleasanton was
selected as the location for its new facility. He indicated this is a quiet, low intensity use which
offers a good image for the community. It is a highly regulated company because its shares are
sold publicly and because it is a Class 3 medical device company, it is regulated by the Food
and Drug Administration.

Kim Farias, 1032 McRae Way, Roseville, explained her medical history and the
assistance received from the Thoratec VAD product.

James Patterson, 64 Rosewood Lane, Danville, also related his medical history and the
benefits of the Thoratec products. He believed this was an excellent company that would fit well
in Pleasanton and bring in excellent jobs and employees.

09/03/96 -12-
