Ms. Mohr liked the circle concept and felt it adds an attractive architectural feature to <br />a street. They could be designed to pick up the theme of the neighborhood. She would like to <br />explore this more. <br /> <br /> Mayor Tarver invited public comment. <br /> <br /> Mr. Pico supported the interim stop signs and exploration of the traffic circles. <br /> <br /> Ms. Dennis also liked the traffic circles. They do slow traffic and she felt these would <br />be appropriate in various locations. She also indicated that whenever a car stops at a stop sign, <br />it creams more air pollution and that can be avoided by simply slowing traffic, as the circles will <br />do. People may pay more attention to a traffic circle than they will to a stop sign. She agreed <br />temporary stop signs could help. <br /> <br /> Ms. Michelotti indicated Muirwood Drive had a lot of stop signs put in and felt it helped <br />the speed. She agreed with staff that a sign at Kamp Drive and Cameron was justified more <br />than Kamp Drive at Helen Drive. She wanted to be sure the neighborhood agreed with the <br />concept. She has seen traffic circles in Portland, Oregon which were not attractive, but were <br />a deterrent to traffic speed. <br /> <br /> Mr. Tarver agreed with the above comments. There have been many complaints from <br />neighborhoods and requests for stop signs, which Council has granted. The numerous stop signs <br />contribute to air pollution and are not the best approach. He felt if some people who had <br />received stop signs were presented with this alternative, they might jump at the chance. He felt <br />there could be a significant capital improvement budget increase, but he liked the proposal and <br />wanted to pursue it. He asked staff to work with the neighborhoods. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to adopt Resolution No. <br />96-100, approving installation of temporary stop signs at Kamp Drive and Krai Place/Kamp <br />Court and at Kamp Drive and Cameron Avenue, and to pursue the concept of traffic <br />circles as a long-term solution to addressing speeding concerns in residential neighborhoods. <br /> <br /> Kathryne LaGrange, 3833 Kamp Drive, wanted to be sure the motion included a four- <br />way stop at Kamp Drive and Kral Place/Kamp Court. <br /> <br /> The motion was for staff recommendation, which included that four-way stop. <br /> <br />The roll Call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/03/96 -10- <br /> <br /> <br />
