MATHERS INITIATED BY COUNCIL

Ms. Michelotti stated she would like to initiate and recommend the Council direct staff
to develop a written time line in the next two to four weeks on the West Las Positas interchange
project. This will eliminate some of the fears of the people and they will be aware of what is
happening and when.

Mr. Pico commented that because Ms. Michelotti may be abstaining from the vote in this
issue, he doesn't feel she should be in the discussions, etc. on the issue.

Ms. Michelotti stated she has talked with the City Attorney about her possible conflict
of interest. She is maldng this request on behalf of residents who have asked for a project time
line.

Mr. Tarver commented that he would like to see a staff report broader than simply the
West Las Positas issue. There were recommendations made in the General Plan for a downtown
study, growth management study, West Las Positas study, etc. We need to have a discussion
on how to deal with all these studies that are important to a lot of people.

Ms. Acosta advised there are three to five years of work to implement the programs in
the General Plan. As soon as the election is held, Council can then set the priorities for the next
couple of years. Ms. Michelotti is asking for a report on what are the steps involved and what
is the process involved in the West Las Positas interchange.

8. CITY COUNCIL CALENDAR

9. CLOSED SESSION
Members of the audience were asked if they wished to address any closed session items.

Debra Barker, 2947 Chardonnay, talked about the "S" curve reimbursement agreements.
She is concerned that Ruby Hill continually asks for economic relief from its conditions of
approval. This is not fair, and she felt it keeps coming back because the City Council is giving
the relief it seeks.
