Mr. Iserson advised Mr. Pico that the closest on-street parking begins the next property <br /> over on Del Valle Parkway. <br /> <br /> Ms. Mohr inquired if the driveway could be modified to add four parallel parking spaces. <br /> <br /> Mr. Iserson thought that could be a possibility. <br /> <br /> The Mayor declared the public hearing open. <br /> <br /> Joseph Patane, 2280 Union Street, San Francisco, represented the applicant. Mr. Patane <br /> indicated on the site plan for Ms. Mohr where the Valley Oak heritage tree was located that was <br /> being saved. He addressed the previous questions to staff. He advised that it has taken about <br /> a year to work with Zone 7 and to meet its requirements. The trail improvements will complete <br /> the trail that starts at the New Cities development to the bridge at Main Street. The applicants <br /> will make extensive repair to the slopes that will meet Zone 7's specifications to withstand <br /> storm water drainage. Regarding parking, the applicants believe their project provides more <br /> parking than provided by other projects. They eliminated one unit in order to save the heritage <br /> tree, and have used a craftsman styling exterior to match the downtown architecture. <br /> <br /> Ms. Mohr inquired if the applicants could widen the entry drive to accommodate more <br /> parking. She felt the on-street parking would be very inconvenient to the residents and their <br />-- guests. <br /> <br /> Dick Hunt, project architect, stated there is some room at Lot 3 to create more parking, <br /> but it would be difficult to create much more. In general, he has found the smaller clustered <br /> projects do not have parking problems because they are not bought by large families or families <br /> with teenagers and several cars. <br /> <br /> Mr. Tarver asked if the parking request would render the project economically unviable. <br /> <br /> Mr. Patane stated that with the elimination of one unit already, the parking request may <br /> become a problem. The infrastructure costs in these small projects cut into the profitability <br /> greatly, and they are at the bare minimum at this time. <br /> <br /> There being no further testimony, the Mayor closed the public heating. <br /> <br /> Mr. Pico commented that the parking is inadequate, based on the problems arising in <br /> other projects such as Verona. He has major concern with the precedent of allowing a project <br /> with the upper limit of density without enough amenities to justify the higher density; the trail <br /> amenity does not waxrant the density. If Council approves this, it is setting a precedent of <br /> accepting $30,000 worth of amenities for the maximum density. The applicants are trying to <br /> squeeze too many units on too small a parcel.
