Mr. Tarver felt the preannexation agreement should be reviewed. It says Signature will
pay a prorata share as determined by the City Engineer.

Ms. Mohr referred to the option to have other property owners pay a greater pertion
seems like a double whammy. They are already facing a substantial reduction in the number
of units they thought they were going to get. She was hoping for only a six month delay in
anticipation of getting the Specific Plan done and to start construction as soon as weather permits
in the Spring. If Council was willing to prioritize the Specific Plan in the same way it did the
General Plan, we could set a date for staff to complete it. Short of that, there is no reasonable
alternative than to go with what has been presented to Council tonight.

It was moved by Mr. Tarver, seconded by Ms. Mohr, to approve the four
reimbursement agreements as recommended by staff.

Ms. Miehelotti was reluctant to support this. She wanted to find a way to give some
guarantee to Signature Properties and the other property owners what the obligation would be.
She will work to achieve that.

The roll call vote was as follows:
AYES: Councilmembers - Michelotti, Mohr and Mayor Tarver
NOES: None
ABSENT: Councilmembers - Dennis and Pico
ABSTAIN: None

Item 6d
Consideration of refuse service alternatives. including variable container rates. greenwaste
collection. automated service. and commercial compacted refuse rates. (SR96:235)

Chris Sherwood presented the staff report.

Bob Molinaro, Pleasanton Garbage Service, 3110 Busch Road, indicated there are three
different proposals: greenwaste, smaller can, service, and commercial compact rate. He urged
Council to vote on the greenwaste program tonight. There are about 50 calls per day from
people who want it. There are calls from the State asking how much greenwaste is picked up
and PGS has to say none. The manufacturer of the greenwaste cans is anxious to proceed with
the order within thirty days. The only issue being sponsored by PGS for its customers is the
greenwaste program. The other two issues came from staff.

Angelina Summers, 4750 Sutter Gate Avenue, asked if the 35 gallon cans were currently
available and what is "multifamily".

08/13/96
-13-
